Having build a brand new base in the Texas system I've been told that we needed permissions from the Liberty Police, Security Force, etc. Is this a clear play for power by the liberty Navy, since the Government of Liberty are the only people who could issue such a request. Also I'd like to know what exactly they are claiming ownership of. You can't own space. Space is a vacuum, which is the absence of matter, you can't claim the absence of something. This is one recruit that is close to joining the rogues just so he can fight the system!

Well sir you're going to have to clear up a few things. You have built a base already, or plan to build one?
Yes, the Liberty Navy is the military of the Liberty Government, they enforce Liberty laws, and they do take their claims to control of that vacuum very seriously. Liberty House laws can be found here. Read them carefully.
Remember there are systems that are not claimed by houses or factions, but they are more isolated and harder to supply. I believe you'll have to pay a hefty fee for the base in Texas, on top of justifying its purpose in Liberty space.
Many brave souls, or those with less lawful occupations may choose to build a base at a secret location. This can be tricky but is not impossible. If the Liberty Navy finds your base within its territory illegally, they may give you the chance to deconstruct it yourself, but will eventually destroy it.
I'd think carefully about wasting a lot of energy on a base in Texas if you're not totally prepared to deal with the locals.

That's kind of the point here, dude, to stop random obsolete bases appear out of nothing and trash the server with it. PoBs are imbalanced well enough already to be tools for some serious trolling, obviously house governments (and most of who got their laws in the thread TheUnforgiven linked) will try to control the number of stations within their territory.
This is a filter set up to separate the serious from the random. Those dedicated enough to take the challenge and build their base anyways will definitely find their way to do so, be it complying with the demands of the local government and paying fees regularly or avoiding them by building elsewhere.
Either way, getting familiar with the local laws before attempting anything serious can save you a lot of trouble, because in those laws you can educate yourself about who the local authorial forces are (in this case who exactly the LN, LPI and LSF are), what is the area where said laws apply (here: Liberty space), and all those useful information regarding space station licencing you will additionally need to read. Skip doing so and you will find yourself facing consequences you won't even understand how and why you have to face.
Dude, what stopped you from making some roleplay posts up front on the forums? Alert the people, whose back yard you are using for your base. It would have been easy to do some research on how others made their core 4 bases, which stand there unhindered even now.
Bottom line is that do your homework, before you try something. Will save you some nerves.

@Thyrzul: as I said the base wear and tear prevents obsolete bases from lasting very long and I'm not suggesting any base should be allowed anywhere. Placing a base somewhere deliberately in the way of gameplay would hinder the enjoyment of others - reducing player retention - which is bad. I'm saying adding extra measures to stop people building bases is redundant especially when one of the measures is having to pay some other player money - this alone will stop many people building in Liberty - which will make it harder for them to maintain and develop their base - which will make them want to play the game less. Time and time again mistakes like this are made to games. Developers and server admins make rules for the sake of it and don't think about player enjoyment or player retention. It's simple really maximise the enjoyment of ALL players and have a more popular server.
So a question directly to an admin: do you think these rules increase or decrease player retention?
These folks could try to build their bases elsewhere besides Liberty,.if they think the cost of.doing so is too much.
Also, you're ignoring the fact that you're also paying for protection by the Liberty Navy, police,.etc. against criminal elements blasting your base. You might not get such a benefit in the Omegas or Omicrons.
you forgot the fact that this is "still" a RP server and there for you have to follow the inrp laws from the house where you are building a pob in, ot face the price.
