Dude, I understand that you're excited about this faction of yours, however there is aboslutely no need for such ostentatious bumping. As long as it doesn't fall of the first page it's perfectly visible and as such to be left alone. This applies to the recruitment too.
Meh there are advantages and disadvantages to tags. Sometimes its a 'come kill me' sign or ' i'm coming to attack you' sign. IMG| for example can be just as bad for attracting badguys. Other times it might have the opposite effect.
Faction idea is good, seems like you have the ID and tech stuff down. But if you want to recruit you should just plan an event, and I hate to say, but be prepared to throw out some cash to guys, pay them on top of what they'll make from the hauls. With all of the factions out there, you'll need some incentive to draw people in.
Plan a smuggling convoy, but maybe add a bonus for the first one at the destination, etc...
You can always recruit in game as well, if you want to attract newer players, I find a lot of FL ID'd new guys would be willing to jump on board with anything, they just need to be asked! Woo them with some good OC rp and you might have some more guys in no time.
Also, not every ship you have involved may need to be in the faction. Perhaps your main guys can form a core, but be willing to hire FL's or Pirates to jump in as security, scouts, or 3rd party shippers. Eventually they may want to become full members.
I'm all for this idea, and I do honestly support it. Though I do have some advise, maybe add what transports you will be using as well ?
But I don't think you guys will get much activity / enough recruitment in to become official, maybe if you re-work the faction to be a mafia kind which specializes in smuggling, but also has their fingers in pies working against other factions, I.E The Cosairs ( for sure ) would widen the varity of game play this faction holds.
The day I see a Outcast force a Cosair to drop his cargo and replace it with Cardamine is the day I happily devote the rest of my life to Disco.
You guys have potential, you just need to squeeze what you can from the community considering numbers are lowering...
Remove Capital ships from your smuggling faction, including gunboats.
Add heavy and light fighters, which are better escort then VHF.
And you'll be better already.

The caps , well only one is more for the Leaders headquarter nothing out of basis. We will never use it in ombat if the sistation does not request massive fire power
Well, then just leave one as HQ. You can always use bombers to support other Outcasts factions whose primary goal is war, while your is smuggling.
And, add Cutlass(bomber) I guess ?

P.S.S. And borderworld transport ?
Ok, just write - whole borderworld line ? Those are OC unlawful side ships mostly, so I suggest using them as primary, but if nothing add them
