I'm actually still awaiting the promised Heavy Docking Module which can actually carry up to 6 snubs or 1 Gunboat 8| you can do it, back in Shades of Sol we did that alot it works perfectly you just need the skills of infiltration 8) also we've tested various options of transports and many other ships calculating how long the Cloak lasts and then make your tactical move inside enemy territory.
Ask the SCRA what we did back with Shades of Sol, we succesfully carried 2 Coalition Snubs in a Liner into Manhattan without beeing noticed by a single man, they undocked did their job went back to the liner and docked, Infiltration success.

Sounds like the USA and Russia. However, what you just said there applies to almost ALL Intelligence services at some point or another. One man's terrorist is someone else's freedom fighter.
This proxy war idea would work well if we split a house down the middle and had houses pick which side to support.
Perhaps Kusari, since is the only house not directly AT WAR with another house at the moment. If one of the rebel factions, or many of them, allied against the Kusari government, the LSF could support them (regardless of their unlawful status obviously). After that, perhaps the GRN and Gallic Intelligence (do they have an intel ID?) would then support the Kusari Government against the [now] Liberty backed insurgencies. Obviously the fight would determine if Kusari puts its weight behind Gallia or Liberty/the rest of Sirius, depending on who's victorious.
I think it would be cool to see the GC, Blood Dragons and FA form one major alliance, backed by LSF. They start attacking the KNF. KNF asks for Gallia to send in ships. LSF sends supplies, weapons, manpower, perhaps a few secret goodies along the way?
