Well, a nomad did this to me today and I actually liked it.
For once, I actually jumped. There was real space danger that I was not prepared for at all. I quickly scrambled my hands towards my keyboard in order to attempt to ensure my survival. It was great, dynamic and I didn't see it coming. For once, I experienced real space danger.

Can anyone attack the nomads without any roleplay?
You can do both, but if the guy you're attacking is one of those who thinks that parroting *** "Darkshells" ~Die~ "Lightbringers" ~Warmth~*** is a sign of superior intellect, be prepared to receive a barrage of whining, veiled threats, and veiled insults.

I think the idea was to make nomads in the omicrons more different from humans, scary, and immersive. Which could make sense, potentially.
But then again, on a server where using any sort of tactics other than pseudo-dueling is considered a terrible thing to do, and where one can expect an inevitable barrage of whining whenever shots are fired, nothing will ever really get scary or immersive anyway.

After having this discussion before I feel as though the biggest problem is that players are upset that they can get jumped by a nomad and then for two whole hours the player cannot use that ship in the same system again, this makes things annoying when you have choke point systems and you are killed in those systems.
I think the most reasonable solution is to allow traders in the omicrons who are killed by nomads to re-enter the system without the threat of the rules

(Or was that changed again again?)
Just don't be surprised if the nomad kills you. Again.
Link me rule, all I see is
3.4 Fleeing from combat and then docking at a station or planet while you are in 10k range of the ship you were fighting counts as PvP death. Freighters and transports in this case may return to the system for the sole purpose of trading.

React fast when venturing in the Omicrons. Nothing larger than a gunboat should uncloak-instant-engage without a word because of the restrictions in the Nomad ID and the internal rules in the Slomon K'Hara.
As long as you are careful you should be totally fine.
By the way, when the nomad has already uncloaked, the nomad usually should not be able to run from you as long as you stay in CD range. It is noticeable when the shield does not come up in 30 seconds while the cloak charges. It goes up to 2 minutes for battleships.

That's silly though, BHG and Order are both human entities, so it makes sense for them to make a notice when they shoot something.
Furthermore, Order and BHG indies have access to capital ships. That way they really can just insta stuff when people aren't expecting it.
Valid point however when it comes down to it for balance I guess. Its a CAU 8 GB sized cruiser against that of a possibly armorless cruiser or battlecruiser. *shruges*
