this isnt about helping allies. its about giving a logical concession to a heavily constrained ID in terms of pirating.
As said before, Bretonia is hostile to hogosha and that's unlikely to change. So it makes sense to allow Hogosha to pirate there.

Your hyperbole is retarded, but that's what hyperboles are.
Hessians have a non-disclosed neutral stance with Bretonia I think, being able to help with stopping the Corsairs in the Omegas.
Liberty Rouges already pirate in the independent worlds, and being a Liberty Unlawful faction, of course they are sticking around Liberty and not expanding into Bretonia.
HF are something closely related to Xenos right? Same restrictions and all. Liberty unlawful too.
We are talking about a semi-lawful faction here, one that has a civilian status in most houses, but a designated criminal status in Bretonia, something that isn't reflected in current actions.
Sure, you could also make Bretonia non hostile to Hogosha, but neither side has taken steps to do that. If Bretonia keeps them as criminals, it's because they are a threat no?
Also notice that this extension is in line to the Hogosha operations, supplying artifacts into Edinburgh, maintaining contact with he Gaians.

Why not just use your Hogs in Liberty against Junkers there, and if you wanna pirate in Bretonia.....then why not use some of the already existing factions like Gaians, Mollys, 'Sairs?
Well the hogs are Gaian allies & vice-versa, so there's no reason why they can't FSU within 'Tonia
In the same vein, I don't travel to Kusari often, but when I do, I have no qualms about it whatsoever. As long as I have a reason to be there & an ally to dock with, I'm gonna act like a Gaian within Kusari space...On the same coin, I honestly don't give a flying 'eff what any ID may say...Right now, any & all Hogs, as well as any & all FA are welcome as guests in Bretonia on Gaian stations...& if they choose to take any part in an action against the Bretonian crown with the blessing of their gaian hosts, that is well within their realm of freedom
& vice-versa with the gaians in Kusari. If I choose to travel to Kusari to nix me some Blood Dragons & GC, the only people that have the authority to stop me would be the Hogs & the FA themselves

ahem. We could, sure, but then that would complicate things for hogosha in liberty. Same thing with rheinland. We could hunt each other, but as both groups maintain a roughly legalish stance in those houses we'd be unwilling to throw that away willy nilly for pews.
Bretonia is, however, an opposite mirror to Kusari. Junkers hostile to Kusari, but welcome in Bret - Hogosha hostile to Bret, obvious in kusari. Junkers can pirate in Kusari, so it makes sense to allow Hogosha to pirate in Bretonia.
