While I agree there should be more Hogosha around, and considering the amount of junkers playing, it would be something great.
However, practising piracy in Bretonia does not make a lot of sense to me, what is the point of that? If you pirate, it is because either you need the cargo for your own faction, or you can sell it for a good price at certain base, or you tax transports. Unless people is suggesting that the cargo Hogosha would be getting from piracy in Bretonia would be then delivered to the Gaians, or the credits would be transferred to them, the only thing Gaians would get from that would be more pressure from Bretonia Lawfuls and bad propaganda. I am not quite aware of the reasons behind Gaians actions, correct me if I am wrong, they do not look like just thiefs and pirates but more like revolutionaries. Hogosha do not act for revolution, they are most related to Mafia than any other faction. They would reflect badly on the Gaians if the last allow them to base on their bases to pirate.
What help could use Hogosha? Maybe better selling points for Kusari goods (if they are not good enough balance wise speaking) in unlawful bases like Gaians, Corsairs, and those not hostile to them. Hogosha upper hands lays on their relation with Corsairs and Kusari coorporations, which is why they started their historical hatred with Junkers.
Now, shootings Junkers all over Sirius does make sense for Hogosha, and backawards, even in House space. Could Hogosha get troubles for that with the House lawfuls? They should not, as the action of few should not reflect on the reputation of the whole faction. And, unfourtanely for the local lawfuls, they should be handled case by case, unless Junkers have more leverage within the governments than I am aware of, maybe that's the case in Bretonia, but shouldn't be in Liberty and Rheinland.
