After two decades of villainous detoriation within the Unioner pirates of independent worlds and Rheinland, a young Rheinwehr corporal known to have served the military for a considerable time stepped forth to alter the forsaken fate, a corrupted understanding of chaos was destined to behold.
Himmel, as the man is called after being banished from his active duty in military on 811 A.S, began committing various acts of deeds including terrorism, piracy as well as attempting to corrupt the governmental structure in a way that few could know. Despite the relentless efforts the Federal Police put forward to locate him, he managed to remain secrecy, labor for a new cause and constitute an opposite diplomatical movement against the fascist regime led by the chancellor of Rheinland.
Prior to the undergone embargo between the Rheinland and Liberty houses, he had the adequate amount of loyal partisans under the shelter of Bundschuh.
Although Himmels popularity was growing stronger among the new generation Unioners, there was still an obstacle on his path before declaring total independence. The pirates of Pacifica were much of an hindrance for his plans, which made him decide to take over Alster on 813 A.S by launching a surprise incursion from Bruchsal with a crowded group of his fanatics.
Shaken by this unexpected bane of Alster, the military of Rheinland instantly dispatched half of their active battle groups from New Berlin to Hamburg in order to reclaim Alster. Till they reached there, Himmel and his companions slayed every reluctant person of Alster declining to join their cause and retrieved anything valuable along with the Republican staff those who obeyed them instead of being murdered. Himmel succeeded in three important things with this movement. The military lost its reliability, Himmel and his followers captured vital information, stockpiles and additional crewmen while the pirates of Pacifica were taunted in a way that they almost lost the last bits of hope to rebel against Himmel.
The military found nothing but a ruin and a resentful derelict of brutal carnage once they reached Alster. Himmel drew his followers back to Bering as he knew they wouldn't stand a chance against the superior military but pushed forward to claim Pacifica and rid the remaining defiant pirates. Some fled before the followers came while a few called for emergency from Zoners but got shot instead becuase of infiltrating the freeport territory without permission.
Pacifica was claimed by Himmel after seven hours of struggle and history named this triumphant generation as the Alster Union, depending on the latest evolution comandeered from the corner stone of Unioners' roots. The Union are still famed with its struggle to capture Alster back in Hamburg. There are also several rumours claiming that the Union are laboring rather for additional bases within the depths of Rheinland while the struggle for Alster is just a bait to keep the military at bay as they complete their secret installations and settle there for once and all.

Treat the Zoner and Freelancer ID/IFF as neutral. Warn them in case they constitute an obstacle for our operations. Eradicate the ones those fail to obey your instructions.
Treat the Trader and Smuggler ID of any other affliation as hostile. Cripple their hull integrities at least by 50% before making a demand from them. Make sure they dont have any chance to evade the extraction at that particular instant. Eradicate the ones those try to preclude that.
Treat any alienated substance and being as hostile. This includes Nomads and Das Wilde. Report back to the nearest pilot available before engaging in a contact with them or evacuate at once depending on the situation.
Treat enemies of the Union as hostile. Strike fast only if there is a possibility of knocking them down. Otherwise, use stealth and guerilla warfare to evade and repel them. Rescuing your vessel and pod is essential once ordered by a higher rank.
Charge the shipments of Rheinland and Liberty based corporations by a surfeit of not less than 30%.
EWNW (Engage with no warning!) the vessels attempting to pass through Mackenzie without asking for permission, be it a trading ship or something else. This is a high priority!
Always remember to retrieve the valuable battle wastes, crewmen or any pilot you see floating in space and deliver them to our supply depots.
Leading personnel of all rings are directly bound by the Union XO.
Civilians and smugglers will be encouraged to constitute a private commercial corporation and collude with the Union economically to return the favor back.
Ranks
There are 4 main ranks within the militia ring of Alster Union. They are described as follows;
[Deckhand]: Initial rank of the Union where pilots start their journey with a Hawk. They can be picked up anywhere regardless of their nationalities and races. The Deckhand is supposed to complete the navigational tour within the Unions Zone of Influence, capture 20 Bounty Hunters, 20 Xenos and bring them to the cellars of Pacifica ([AU]Bankhaus) for promotion. They should also prove to be on fully hostile terms with Bounty Hunters and Xenos with registering their reputational data to the Union Bureau of Militia Affairs. Deckhands are known to be tutored by Veterans.
[Veteran]: Once veteran, the pilot is authorized to fly the Falcon. Veterans are expected to capture 20 Rheinland Police, 20 Rheinland Military, 20 Civilian and 20 Liberty Navy or Police pilots. They should also prove the reputational significance of being on completely hostile terms with these organizations and donate the Union with 5 millions of Sirius credits gained by piracy before the promotion.
[Ace]: Aces are authorized to fly the Griffin and Eagle. In order to reach the rank of Blackhand, the Ace is expected to donate the Union with 3 codename weapons and 20 millions of Sirius credits gained by piracy and occasional raids. They should also prove the successful destruction of vessels belonging to [RM], (RFP), [LN] and XA or XG respectively. Ace squads are mentioned as the backbone of Alster Unions Militia Ring and can be ordered to fulfill, claim bounty contracts.
[Blackhand]: The Blackhands have authorization to posess a bomber of their choice once they acquire the Unioners Guard transponder. Since the current situation is limited for the Union, only Civilian Bombers remain as available, which might change in time. Apart from the overall Militia Ring, Blackhand squads constitute a classified group of the Alster Union those who can be ordered to fulfill, claim bounty contracts, penetrate into restricted space in order to escort higher ranked corteges for advanced security and involve in covert operations assigned by the high command.

Civilian Ring: The civilians are instructed to aid the other rings on the backstage affairs with the handling of various other wares. Civilians are not authorized to engage in any kind of military activity unless they are forced to defend themselves. Civilian spokesman is the responsible person of this ring. The diplomats are picked up from well educated civilians those who prove themselves on the diplomatical grounds.

Smuggler Ring: Smugglers main duty is to aid the Union prosper faster. The goods for smuggling may vary depending on the situation while the Diamonds run from Kreuzberg to Dawson play an important role in the economy of Alster Union. Smuggler Chief is the person in charge of this ring. As an exception, smugglers are allowed to hijack a single vessel of their own if they can convince the command about its reason and usage.

Unioners will be tutoring the engineering staff of LWB with weekly scheduled programs, organized on Freeport II.
LWB will be granted with access to land on Pacifica for the sole purposes of refueling, reloading the required armaments and departing the base as quickly as they could in order not to abuse the space trafficking of other pilots in return of LWB letting us use Darmstadt with the same conditions.
LWB will be let into Mackenzie with the sole purpose of reaching Bering when they need. In the condition of any problem arising within the drydocks, engineering squads and heavy lifters might be dispatched from Heilbronn in order to aid the required processes. In return, Alster Union demand to use Saar as a quick and safe passage to Stuttgart system. Landing on the stations in Saar and Mackenzie systems without prior consent is out of question.
Alster Union would like to look forward to strenghtening the bonds with LWB both on diplomatical, economical and technological affairs. Therefore we offer the exchanging of weaponization technologies of both sides within a limited quantity, which might be decided in a private meeting, for the purposes of military manoeuvres and R&D progresses.

I hearty recommend to unlock bomber at least for the second rank. You have to deal with many caps in our business and both VF and RHA made the experience that you cant throw those shared bombers soon enough at your recruits.
The tag looks fairly Russian and i dont think that the name is really appropriate. I mean, do you really think they would call them selfs some name with "rheinland" in it?

While the RU looks Russian which I do concur, it is the complete name which bothers me at all. The character names will be mostly based on Germanic roots as well, few of which could pose some exception. Ain't that a bit ill-advised approach though to assume that a group of people belong to some nationality merely depending on the similarity between their faction tag and a country name? Besides, I don't see why they would refrain using the word Rheinland if they are planning to settle within Rheinland for longer than expected. As for the bomber issue, I personally don't think that the required rank for it is too tough to attain. I know the pain of being forced to deal with caps but we can handle it with the appropriate negotiations on the diplomatical table.

LH does it like that, while it's even much harder to obtain suitable rank then in this faction.
And I highly recommend leaving that as it is, since we all know that you need some reward for advancement.
By keeping bomber for upper ranks you will have active people trying to get promoted in order to fly a bomber.
If they get it all the moment they join most of them loose the will to be active after a while.
I think Kress knows this too, so he made this extremely good rank system.

Also, [W] (workers front, ex unioner faction) did it without bombers very well, even though cap whoring situation was much worse back then.

I think we will be starting the characters right from the beginning soon, which means everyone of us will begin as a deckhand.
Prior to the veteran status you are assumed to be a deckhand which is the initial rank. Deckhands start with a falcon so you will be authorized to land on one of the lawful spots for only once in the beginning to acquire that ship. Actually I would like to see the hawk, falcon and eagle trio being sold on Pacifica or Freeport II. The Griffin as well could be added to this list. On the other hand, Hawk belongs to the Civilian Ring of the Union which will be flown by low levels and civilian IDs consequently.
Members might use a name change but it is imperative that they complete the required procedures to reach the veteran rank.
For the last one, why not? Go for it. For the specifics though I don't have them planned in my mind yet. They could be sprouted throughout the roleplaying process.
I might be adding some new information about procedure details soon. But as I said, I think they are briefly clear by now.
