but that doesn´t mean they are treated as players. They are player made/owned bases, but still bases. They just aren´t NPC bases which doesn´t have any player control over them.
Simply never dock with caps and whales on POBs in house space. Never. Simple as that.

Actually, there is no contradiction. POBs have rules that are similar to players, but they are not identical. There is never any statement that POBs are players (because they obviously are not; they are only player-controlled assets, similar to how your ship is a proxy for your character).
It seems you've quoted a paraphrasing of the rules and interpreted it incorrectly. The permitted bases for docking listed in certain IDs only refers to NPC bases. Since you've correctly identified that POBs are not counted as NPC bases, then you should conclude that they are not an exemption to the ID rules.
It's not even Zoner IFF PoB. He just wanted to jumptrade. Abusing game mechanics with hopes to loophole rules which clearly wasn't meant to happen as someone spotted and reported it.
I mean, why do people find it so hard to abide rules?

I have to agree with Snak3 here. the zoner ID has become the go-to ID for powerjumptraders supplying bases because "zoner neutrality".
on topic: you did very naughty by breaking a written ID restriction and (it seems hoping to get away with it) got caught. Admins dropped a sanctionhammer on your head and you start QQing to try and get loopholes.

True, but if the POB IFF is set to GMG/IMG/Zoner and it is officially registered as a GMG/IMG/Zoner base, it should be allowed to dock. Otherwise, the wording should be changed to specifically exclude POBs.
