If a Base is sieged, my suggestion has been for quite a while to make it more easily siegable ... let the attackers destroy the factory modules, dissable the weapon platforms and render the base inactive after decompression.
And then let a new Tugboat with supplies land to rebuild ( or rather reactivate ) the base.
Let Admin´s vote decide if it is degraded, and let it be destroyed completely only if it is degraded to *level 0*.
After all, Blueprint´s are already used, should be possible to implement this fairly easily.
This way you would have an accomplishment for the attackers, and more money sink / more activity for the base owners. A sieged base would be inactive perhaps for a week or more, and then could be rebuilt / reactivated.
Or destroyed completely, scrapped by angry junkers and plowed under by happy farmers.
I like this idea
The code would be complicated compared to current base files
The tugboat could serve a dual purpose. Resupply for base owner. Or to restore a base for someone else /hostile takeover perhaps. (Once at level 0 of course)
Trouble reaching me on the forums? Skype tommyt127 and comment in the invite so I know what it's about.

I believe we should drop rule about no roleplay when destroying Core-1 and Core-2 bases, because it is very pointless. This is RP server, why the hell shouldn't we have RP on even small base?
The destruction of the said base, Nebula Complex with assistance of Rheinwehr and Gallia was illegal anyways.
Not because they called in another military to do it, but the Kusari Law does not enforce base destructions if it has Derelict Nomad Artifacts in it. Kusari Law as I understood states that you may kill traders who bring them, not the base itself.
Sure, you can call other factions to help you out, as long as its legal to destroy the base overall.

Yeah, this is the very same thing I am roleplaying as the Jinpachi Saika, because there are no such rules concerning base destruction. Even if rules in Kusari Law Codex were changed during siege, the actions would be still illegal, as law does not work backwards (you can't be sentenced for something that was not forbidden back then).
Also, KNF and GRN also violated other document that I was not aware of, that is Tau Decree. GRN can pnly enter Tau 29, and only when invited by KNF. But no farther, like Kyushu.
I do not agree with the statement that the GRN could not enter Kyushu, there's a law regarding this.
