Respected Junkers Congress Members,
It has come to our attention that you have placed a Corsair over the control of the Yanagi Station in Sigma 13. We are aware the Shadow Outcast Brigade moving a fleet to the Yanagi area in it's hopes to persuade the Congress to re-evaluate it's choice of Adjudicator of Yanagi.
The reports we are getting from them are not promising. Seems no changes have been made & more conflict has become of their actions around your base & the sigma 13 system in whole.
We would like to state our utter disappointment with the Congress in first, appointing a Corsair over a base that is in the direct path of many Outcast smugglers and trade lanes, and in second, the obvious fact that is is a direct slap in the face to us, having a Corsair in charge of a supposed neutral station.
You seriously can not think we would have anything but a harsh reaction to this absurd action on your part. This act of your is bordering on an act of war towards the Outcast as we see it.
This Council has sat back instead of declaring hostilities, In hopes that the fleet of SOB ships around your base in Sigma 13 would get your attention & resolve this matter quickly. But from what we are seeing now, no action has been taken that would satisfy us & return our faith & trust in our neutrality. Therefore, this Council of the Don's will issue a tax on all Junker ships entering Alpha & leaving with Cardamine. All Junker freight ships leaving Malta must haul Cardamine, on top of hauling the product, they will have to pay a additional 5 million credit tax for any load under 4000 tons & 7 million for any load 4001 tons and over per load out.
In addition to the Cardamine Tax, We have authorized all factions to randomly inspect any ship hauling our product for safety to assure it's prime condition upon arrival to it's destination. This Safety inspection will cost the freighter being inspected 2 million credits per inspection.
Failure to pay the fee's will not result in the ships destruction in most cases (as it is hard to control angry individual Outcasts groups upset with the Yanagi situation) but said ship will be fired on to the point of severe damage as a lesson to the ships captain.
Of course, these taxes & penalties are to cover our losses we feel we have & will endure during the Corsair governing of Yanagi.
If a change should be made to a neutral party, said taxes will be lifted.
As for now, the SOB fleet will remain in place & will be backed up by members of the 101st, BLS, & RoS factions in support.
You identify several of the problems in your missive Don.
First, "the fleet of Outcast warships" is typical of the problems we were having before Adjudicator Green Hawk was appointed.
Secondly, our choosing an administrator to handle some basic base security issues is an internal affair. You could have spoken directly to us at any time regarding this with no need for a fleet.
And...Outcasts ships guarding Dragons as they pirate Junkers. Standing by harassing ALL traffic in and out of the station. Seizing with threats of force all Nomad weaponry taken by Junkers from Wild attacking the station.
There was already "a fleet" of Outcasts there doing these things. Our requests to them asking them to disperse were usually responded to with threats of attack if we tried to force them to leave. So I see no change here--just more of the same.
It is also ironic that it was the pressing attacks of bounty hunter battleships and cruisers that caused us to initially seek aid and that it was a lone Corsair in our employ who agreed to serve under our terms who was able to help us drive them off--whereas the Outcasts--who had been there all along did nothing to assist us. We were also able to work out a gentleman's agreement with your Dragon friends--even with the adjudicator in place.
Going on in reponse, we can of course levy our own docking fees and exactly matching penalties on non-Junker ships carrying your goods to Junker bases as well to cover your "punitive fees" and will explain to them it is the increased cost of doing business with the Outcasts.
The Outcasts have been neither good friends nor business partners in Sigma 13 to this point. threats of more intimidation towards us are simply counterproductive.
It is simple: we work out formally recognized boundary of Junker authority within Sigma where the rights of Junkers are respected and all of your concerns can be taken care of. We have a proposed one and would be delighted to have the Outcast be the first to recognize it. At that point we will have no problems that can not be easily and speedily remedied with no need for us to look for even deeper alliances with other parties to maintain order here.
We simply wish to have a Junker administered area around Yanagi that is accepted by our trade partners as our territory and respected as such. If such recognition is given, then having a traditional Junker in leadership there for our faction is quite agreeable to us.
Sigma-13 is escalating. There is a Corsair battle group within Sigma, which does not follow the Junker's vaunted policy of neutrality. They have even fired upon Junker vessels.
This Council is pleased that you are a reasonable man & a skilled diplomat. We acknowledge your willingness to keep our mutually beneficial neutrality and are willing to discuss this matter to a hopeful beneficial agreement.
Therefore the Council would like to propose a meeting between The Congress & The Council in a safe neutral location that we may open diplomatic talks and set agreeable terms.
In a show of good faith before this meeting, The Council has decided to repeal any taxation that was planned to be placed upon Junker ships and have ordered the blockade placed by the Shadow Outcast Brigade to be removed.
They will be redeploying their ships to other areas of concern and out of the sigma 13 area with the exception of a battleship with fighter and bomber escort that will remain in system for a short period of time to assure the safety of both our & your cardamine smugglers.
This small group will remain 10k away from Yanagi Station & will not approach it unless to resupply or repair with your permission.
We will await your reply as to when to schedule this meeting between us.

I was in stasis while exploring the Rift anomaly in Puerto Rico and missed your response.
We have a proposal for the security of Sigma to be maintained jointly by several factions with a treaty for mutual defense against the bounty hunters and Wild should they escalate things.
It will also allay any concerns house governments might have regarding the area.
