The "may pirate Junkers anywhere" line on the ID would give you ability to do that outside of your ZOI (I believe this would include House space, but be prepared for RP consequences if you're caught).
I had suggested opening up Liberty systems where Junkers operate to the Hogosha ZOI (Texas in particular), or perhaps creating a premium scrap field somewhere in Kepler or Galileo.
Problem here is not transports you guys. Problem here is junkers never go through kusari or rarely go so hogs cant pirate them or shoot because its just transports.
Edit: and may I mention junkers can hunt any hog? Even if transport. So there is no balance.
Um, 'can demand cargo and credits from ships outside of Kusari house space, and attack them if they do not comply" as long as its not samura, you can go into Liberty and pirate Junkers all you like. The Hogosha are not really a military organization or a terrorist force, Kusari is not at war with Liberty, I don't think even the Kusari gov't would like the Hogosha to just start launching attack raids into Liberty on its civilians. Piracy does the trick, just drop a demand. There is nothing that states it only within ZOI because 'outside kusari house space' is pretty clear, if it was supposed to be fixed and wasn't, well until it is you're ok.
There's nothing talking about ZOI for Junkers because they can't demand contraband or levy fines, so it specifically states 'can demand cargo and credits from any ship outside Liberty, Rheinland and Kusari House space and attack them if they do not comply'.
Honestly the thing that makes the least sense to me now is why the Hogosha, supposedly 'mafia' like group, can act like police, even in Kusari house space, yet the Junkers can't make demands of any kind within the 3 main houses they are forbidden to pirate in. Maybe Junkers should be able to demand contraband within house space?? This seems to be the trade up. Junkers can't do anything inside House space but defend themselves, but yeah they can attack Hogosha anywhere under any circumstances. Hogosha can attack Junkers anywhere, just not transports, since they're not terrorists or technically at war that's not too far fetched, they even help levy fines and confiscate contraband for the Kusari authorities! Junkers are not known for being so helpful to the authorities.
EDIT: The balance comes in the fact that if you'r a Hog flyin in Kusari and there are no Junkers to ravage, you can double as cops and tackle the first smuggler or unauthorized shipper you come across no matter who they are, as they travel through House space. Its like your a kusari police official who can also pirate outside Kusari space
The salvager is a transport, no matter what guns you put on it.
And needs to be given and deny a cargo, roleplay or money demand, before you can try to kill it.

Note also that because you "can engage Junkers anywhere", you can also engage Junker transports anywhere - just not without a demand. It's not necessary to have a specific piracy clause for this, you can tell them to drop their scrap or cardamine anywhere and engage them if they don't (correct me if I'm wrong here).

Uh, I'm 99% sure it wasn't fixed because they forgot. If Hogosha really were able to pirate everywhere except Kusari house space, it'd just be a far superior generic pirate ID with better tech and much, much better rephacks.
Edit: Go ahead and use the ID as written and pirate people everywhere. Maybe if swarms of Hogosha pirate everything in Liberty and then proceed to sell the loot on the nearest lawful base because they can dock like, everywhere, they'll finally remember to fix it.
Also don't tell them I gave you that advice.
The hogosha ID was nerfed first due to the Gopniks, who pirated silver haulers one lane away from the sellpoint.
It got nerfed again, when they were spammed during the Kusari-Bretonia war and were constantly sighted in Dublin, killing Gold miners.
It is no mistake, the Hogosha can pirate only on the borders of their house. That is normal.
I am just saying that if they can go around out of their ZOI to disrupt Junker activity via killing them, they should be able to hit their transports for piracy. Perhaps not as combat targets, but as piracy ones at least.
