if people are going to start using GMG indie to pirate people under the guise of that section of the ID, i assume we will also see sanctions popping up for violating the ID?
because, and as pointed out by many, unless GMG| makes a sigma toll a 'thing' in their laws, any attempt to levy a toll or tax would be piracy and thus ID violation.

And the licenses were/are laid out and described in detail on the forums (the place where non-infocarded in-RP faction rules are described), so no-one was confused out of roleplay as to what was going on.
Granted, the "may levy fines for contraband" bit is somewhat vague, as there is no hard definition for "contraband"-just recently, GMG decided to add premium scrap bound for Beta to the list of illegal goods-but there should be a player consensus for these things.
Ultimately, you, as a player, should have the ability to find out exactly what activities are illegal where, be it via forums or infocards, before engaging in RP, mainly so you can tailor your character's responses appropriately (possibly including hauling those exact, illegal goods for the RPs).
Personally, as a player, I would have no problem with a member of the local law enforcement claiming that my food rations are contraband, but you can bet that my character would be labeling said officer corrupt and most likely complaining to their superiors, and if I engaged in this action myself, I would expect in-RP sanctions.

The vanilla 80 year war by DAnvil was already defying everything that happened in the history of humankind, there's no need to take that nonsense further. (strongest military at a time / getting annihilated in it's whole/ by guerilla forces).
If Kusari&Rheinland decide to stomp GMG and divide gas mining between themselves, there's nothing that would save them under current strategic conditions, with their only potential ally having current strongest military of the time at it's doorstep.

No. GMG doesn't own Sigma-13. They didn't pay for the Gate/Lane infrastructure there.
That said, Kruger isn't neutral if they're stealing gas.
No lawful faction can tax neutral or allied ships outside of non-Guard/Home systems, so there's no reason for that to start now. (Fines for infringements are not travel tax.)

I'm sorry, but this is kind of a statement made with complete ignorance of history, or denial of it. History is FILLED with examples of guerilla/smaller forces defeating superior militaries:
Germans vs Romans @ Teutoberg Forest
Franks vs Muslims @ Tours
Saladin vs Crusaders @ Hattin
Continental Army vs British Army @ American Revolution
Viet Cong vs French @ Indochina
Viet Cong vs USA @ Vietnam
Mujihadeen vs USSR @ Afghanistan
Just to list a few. And there are plenty more.
KNF and RM attacking GMG full-on would risk both at getting bogged down the same way Rheinland was in 80 years war, not to mention also risking diplomatic, economic, and military repercussions from EVERY faction in Sirius that depends on H-fuel.
