History:
The Kusari State Police was founded in 322 AS, and patterned on the Samurai police of shogunate Japan. Previously, the police force in Kusari was comprised of numerous local and planetary offices with no central organization or authority. The new Shogun ordered the reorganization of the police forces, under the leadership of the Machi-bugyohsho. This new police force would have authority throughout Kusari, and would police both commoner and Samurai alike. It is possible that the reorganization was also intended to remove the remaining Hideyoshi loyalists from positions of power. In addition, the Ōmetsuke, semi-secret inspectors tasked with policing high ranked Samurai and lords, disappeared from sight, though it is rumored that they still exist and report to none other than the Shogun himself.
The Kusari State Police today:
The modern Kusari State Police is comprised of a relatively small number of officers, as it has always been. They handle the delicate task of managing the daily happenings in Kusari, and deal with representatives from Kusari corporations and political groups, as well as commoners and foreigners. Since Samura, Kishiro, the Hogosha, and the Farmer's Alliance typically police themselves, much of an officer's job is to deal with foreigners, pirates, and local criminals such as the Blood Dragons and Golden Chrysanthemums. The Kusari State Police also takes care of those cases when internal politics spill over into the public realm. Traditionally, the police would also be tasked with internal security among the Kusari Naval Forces, but it has been more than two hundred years since a police inspector last set foot on a naval vessel for this purpose. Some see this as a sign that the Kusari State Police's power is waning, while others say this suggests that the Ōmetsuke still exists. Many, however, point out that the State Police and the Naval Forces cooperate on a daily basis, and there is very little friction between the two organizations.

Internal Organization:
The Kusari State Police is headed by two Machi-bugyoh, who serve as judges, magistrates and chief of police. They are assisted by a small number of assistant magistrates, the Yoriki. The regular police officers are the Doshin.
The Machi-bugyoh report directly to the Imperial Court, and are high-ranked samurai who are responsible for judging cases of great importance. They also have the power to set state policy, though in practice, this power is almost never used.
The Yoriki are the assistants to the Machi-bugyoh, and are responsible for handling day to day affairs. In addition, they serve as the executioners of the Kusari State Police, and due to this they are banned from the royal court, despite their status as high ranking samurai. The Yoriki are the highest-ranking officers seen with regularity in space.
The Doshin are the regular officers of the Kusari State Police, tasked with patrolling the trade lanes, enforcing the law, and dealing with the intricacies of daily Kusari politics. Although they are the lowest ranking officers, each and every Doshin is still a samurai, and therefore outrank any non-samurai, at least in theory.
Allowed Ships: Drake - Though outdated, these ships are still sometimes used for training purposes. Wyrm - All officers are expected to fly this ship while conducting regular patrols. Chimera - Specially trained officers fly these ships to deal with situations where the enemy has significant firepower at their disposal. Umibozu - The Kusari State Police has a small number of these bombers available, for use against heavily armored smugglers, unruly capital ships, or Edgeworld pirates. Kusari Gunboat - On permanent loan from the Kusari Naval Forces, these ships are mainly tasked with the defense of the Fukuoka system.
Allowed Equipment:
All officers are allowed to use civilian, generic, and Kusari military weapons. Codename weapons and non-Kusari equipment require permission to use.

I would like to revive the Kusari State Police faction. Some of you may have seen [KSP]Sakura.Kai or [KSP]Shiraha in game, and hopefully had a good interaction with me. I've been flying the [KSP] tag for a while now, in fact it was the first "faction" that I joined. Unfortunately, it had all but completely died out when I started playing, which is a real shame because Kusari has such interesting roleplay, which I feel most of the server has little to no idea about.
And that is my vision for the foundation of this faction. A group of roleplayers, who set a good example for the rest of the community and teach new players how to become good RPers. Now, of course there will be combat. After all, that's the entire basis of the game called Freelancer that we play. And yes, the KSP faction will shoot criminals and whatnot. But that will all be within the RP that we create. So the idea is to do all the things that players normally do, but use RP reasons for doing them.
Now, for faction information, the KSP has already attempted twice (at least) to become official, so all the information is already there. See this thread for the already-written faction information. I will be using that as a base and rewriting parts of it to flow better or to reflect current Discovery happenings. I will start with an unofficial KSP faction, and hopefully as it grows and attracts more members, we will transition to becoming an official faction.

I'm using this thread to gauge the interest of the Discovery community and to collect feedback and advice, particularly from police players and faction leaders. And if, by chance, you're inspired and would like to join, please post saying so. OOC is fine, if you're so inclined to do some RPing...

Symbols are powerful things. In the history of humankind, they have always served as something to rally around, a representation of a mission, a cause, or an idea. And in a society like Kusari, where organizations had long memories and grand histories, their symbols served as connections with the past; connections that went back thousands of years, spanned the mind-numbing vastness of space, and found their roots in a nation, a culture, and an identity back on old Earth.
So when the formal seal of the Kusari State Police, the seal that could trace its own lineage all the way back to Earth, was affixed to the newsnet announcement, people sat up and took notice. Or they sank into their memories and reminisced, about great heroes learned about in childhood, beloved family members who had been officers, or simply about the police that they saw nearly every day, keeping the peace and protecting them from harm. Eventually though, everyone looked beyond the seal and onto the message that it was affixed to. After reading it, people said out loud or thought in their heads "Ahh, that's right. Today's the day. Maybe I should go there and take a look." And go they did, all through the day, down to the local police station.
It was a scene repeated in every city, on every station, and anywhere else that the Kusari State Police had a station. There were the hopefuls, displaying various levels of nervousness. There were the officers, resplendent in their dress uniforms and gleaming armor. And there was the form, empty, with a pen next to it. Today was open recruitment, the one day of the year when the police would accept applications from anybody who wished to join. It didn't matter who you were, how much money your father had, how many friends your mother had, or even if you had living parents or not. It didn't matter if you showed up in a fine business suit, traditional garb, or the rags of a vagrant off the street. It didn't matter if you were born in the spires of New Tokyo, the fields of Kyushu, in some foreign land, or in the depths of space. It didn't even matter if you had killed a man, or two, or twenty, and escaped from prison afterwards. Today, this one day of the year, everyone was given an equal chance to serve Kusari.
In some places, there was a large crowd gathered around the station, complete with news cameras and a party atmosphere. As a person stepped forward and approached the paper, the crowd would give a great cheer, and as he finished writing and headed back into the crowd, clutching a half-sheet of paper in his hand, they would congratulate him, offer him a bow or a handshake, and in all cases, look upon him with a sort of awe. He was no longer what he was in his past life, but instead took on a new role that day.
In other places, there was no crowd and no cameras, just the officer standing in his uniform and armor, the applicant, and the paper. Little was said, but many officers who had signed on this way, or stood there as lone applicants nervously filled out the paper, preferred it this way. It was a quieter, more personal, more intimate ceremony, fitting of the gravitas that such a decision merited.
Whoever the person, whatever the circumstances of their life or around their action of filling out the paper, they all had the same purpose now, and the same instructions. Spend one last day with your friends and family, do whatever needed to be done in leaving your past life, then show up early tomorrow morning and prepare to be tested. Many would be turned away, told to return to their past lives, and carry no shame from this decision. But the few that had enough skill, determination, and a fair helping of luck, would be accepted, and trained as the Samurai Police of Kusari.
Not that your inferior -police force- will protect you from the soulless onslaught of fimposed evolution and forced women's rights! Muwhahahahaha!
But in all seriousness, we need more KSP about. As it is, Kusari's organized crime syndicates and the KNF are doing the KSPs Job. There needs to be someone around to respond to the GC's preaching, to keep those nasty Outcasts and Corsairs from tearing up Kusari commerce, to answer the fake Distress calls the Consortium like to use to lure in unsuspecting people before harvesting them like cattle.
And seeing as Sakura is:ylove:, I expect that trend to continue with other KSP, to break up the depressing FA + Hogosha who just like to kill off all Gaijin... and Steve.
The sun rose slowly over the skies on Kyushu, its rays casting a golden glow over the fields in the countryside. Along with the rays, a liner landed on the planet, a rare sight these days, as demands for such things as space travel where not high among the country folk that were commonplace on Kyushu. One of the passengers had a worn look on his face, the look of a man who had spent a long time running, but the look of relief on his face was great, like one who had just returned home after a long voyage.
The reporters on the screens suspended above the dock hailed the day, giving it praise. The man sat there, eyes transfixed on the screens, with the longings of just maybe, having a chance once again at repentance. Looking down again, he looks around, and spotted a local man whom he soon approached. He asked him for directions, so he might bring himself great honor in service to his country. The man complies, and gives him quick directions, wishing him wellness and the best of luck. He carries on, moving to get on with what he came for.
Two other men, dressed in the loose rags of those who had money, took an interest in the looks of the man, and decided that it might be best to follow him. They had accompanied him on the trip, and while privacy was great on the trip, they had bumped in the corridor once while in space. While little more than apologies where said, they could see the look in his eyes, and knew that things happened around people like him. The men where young, and yearning for more. Maybe by seeing the worn man’s actions, they might be able to experience life themselves, and gain honor, for their thirst for adventure was great.
The man took note of his followers, but, seemed aloof to them, as if while his body moved forward, his mind was elsewhere. A local, in his shop, yells out to the man, cursing his family. But the man does not notice. This scene is seen time and time again, as they wander down the street, to in a random direction which the man seems to only know, and understand.
The three come to a door, on which the worn man knocks, seeking a audience with those continued within. A slot appears in the door, which old man, head grizzled in white, peers though. Eyeing up the three, the old one addresses the weary one, wondering if the two behind are with him. The weary one responds not with words, but with a shrug. The old man then asks the weary one if he is here to finish his business. The response is a nod, followed by the words, “take me to him.”
The old man refuses, saying “but I cannot, for he has great power, and to offend him is above my place.”
The other two stand, bewildered and clueless, wondering what they have gotten themselves into, when suddenly, a hand reaches out and grabs sedates both of them.
The old man, continues on, “But alas, it is too late for you. Your fate was sealed by your return.”
A grizzled man walks out from the shadows, his hair streaked with red, and his with the hard look of a man who has seen Akuma and lived. “You should have known better than to come back. Your fate was sealed the day you smeared your honor on the ground and left, vermin.”
The weary man turns around, responding, “is that anyway to greet your brother? I came back for you, and you come to me only in hate.”
“You are no brother of mine, varmin” said the grizzled man, spitting at his opposite’s feet. “My brother died the day you left us. You think that these men would be enough for you?” The grizzled man raises his foot, and grinds it into the face of one of the boys who followed the weary man. “They are lower than the ant that crawls on the dirt beneath your shadow.” As he says this, he stomps down on the ones neck, crushing the wind out of him.
“And yet brother, you still show the same hostility to me and those who happen to be around me as always. Can we not be on better terms?” asks the weary one.
“There are no terms for those without honor” says the grizzled one, drawing his nihontō.
“If it must be” replied the weary one, and with a look of pain, he too draws to face his brother. His brother makes the first move, but it is parried and countered. But the counter met air, and where the weary one should have block, sword meet flesh. He tumbled forward, clutching his side. Trying to hold in the river of red, He spoke, but only softly, “finish the deed, so my honor can remain intact.” He was met by the backhand of the grizzled one, and left to fate, without honor. The grizzled man continued back to the two men who had followed the weary one, and broke their legs in warning, as a sign to them, and retreated back into the shadows.
One of the men regained conciseness, but, trying to stand, fell onto the gravel, marking his face with red. With determination, he crawled over his companion, only to find the live driven from him. With grim determination to leave this place, he dragged himself into the street, and with great pain, to the local Koban. There, he requested the papers, which where only given out once a year, and wrote his name. Takeshi Sengo.
(Sengo was soon found in a hospital, suffering from multipule fractures, but his new employers took care of the medical bills)
I was thinking about changing Chiyoko Natsume char from Kusari Naval Forces to Kusari State Police, considering there is already enough KNF players. Just need to know how to fight with Wyrm first, but i would like to join if i decide ID change.;)

Tomimoto Tachiko sat in his home on Planet Kyushu, watching the news coverage of the once-a-year open recruitment day. It had been on this day, twenty five years ago, that Tachiko himself had applied to be in the ranks of the Kusari State Police.
The images of the event brought back memories. Tachiko reminisced about his first days in the police force; his nervousness (though he wouldn't show it, of course), the months and years in training, his earliest assignments... it was all still fresh in his mind.
Tachiko had taken a week's vacation to visit his wife and his son on Kyushu, and that week was coming to an end. And although he loved his family very much, and cherished the time he had with them, he found it difficult to wait to return to his work. Tachiko was ready to get back in the field and greet the new recruits.
I have edited the first post to include a more "formal" faction pre-proposal. It's pretty much the same as the previous one, except that I have rewritten it and updated some of the diplomacy. There are a fre small changes as well.
Please comment on anything you feel is good, is bad, needs improvement, etc.
