in the High Commands thought when deciding leader of their new expendable Division.
Some hard officers and and gang of scum they can sacrifice gladely on whatever daring mission, or
first wave attacks the high command wants. Sure it will be some disput amongs the soldiers, but
in the end they follow orders (heck who would not with a bomb inside you, and an officer who just
think of you as expendable.

John Reisman used to be a perspective lieutenant. He was a hot headed young pilot, always ready to disobey an order if he thinks it's wrong, without thinking of further implications of his actions.
Crime:
During a classified operation in Alaska system, he was ordered by his superiors to attack an Order patrol while in combat conditions against the Nomad incursion. He disobeyed, and instead took his wingman and himself against the Nomads, afterwards ignoring Order personell. When he got back to base, he was attacked his superior, killing him with the metal bar chair in a short fight that happened during is questioning and debriefing. He is currently on death-row, waiting to be executed.
I'd think they'd use it more as a productive alternative to capital punishment rather than an emergency fighting force. They don't need it, it's just a convenient way to get rid of excess prisoners.
Thoose that are undesirable for work in the prisons, death row guys and just mad scum.
And the cost for a gouverment to build up such a force is near to none.
A meat shield that advances in front of the "real" forces ready to soak up the enemy fire
and do what little damage they can.
