Pirate Jose stops a transpot between jumpgate and a tradelane. Ussual procedure:
Jose: "Senor, please cut your engines, fallow teh damands and you won't get hurt"
Trader: "Hm?"
Trader doesn't stop until he reaches a tradelane. Pirate cuts off the tradelane to make sure trader won't runaway.
I saw few traders just few meters in front of tradelane waiting for it to restore and propably clicking F3 all the time, to make sure trader will get into tl faster that pirate will spot that tradelane i back again.
Now naturaly what I would want, is to move trader away from a tradelane. Why? Becouse its hard to concentrate your attention on writing and watching over the tradelane. Imagine, you are writing a line (for those who will say /setmsg i'll make first step) trader uses the restored tl and runs away. Alright there is setmsg, but I do not see any fun talking like some programed robot, I rather improvise what is much more fun and can be called roleplaying. Also you can't predict all situations and have setmsg for all of them.
So lets go ahead now.
Jose sees the plan of the trader (who is propably ignoring rp and just searchs for any possible way to run away using the time while Jose will be typing and won't be able to fire or shoot cd, then it's TL it's just a matter of seconds and "escape" button might not be enought) and tells: "Hey, gringo, move away from the tradelane until your ship have engines, or I'll remove them along with your ship"
Trader: "...." (or tells something else, but doesn't move away from the tradelane in correct manner)
Is that enought for me to have the right to kill the trader? Is this a reasonable damand same as cargo or credits?
Now this might look rought, but after few times trader will see his shiop explode next time perhaps he won't ignore the pirates demand?
I'd say no, because 'halt' isn't a demand either, and the goal of moving the trader away from the lane is the same as saying 'halt', to prevent him from running.
I'd certainly kill a trader in that position. If I'm holding somebody up, and they don't move away from the lane when 'asked' to do so, I'll tear them open.
You have given a warning, the warning gets ignored. I might try a few warning shots. But if the intention is clear that they are going to run. And you have been giving it enough RP... use your /setmsg with an engagement notice and have at it.
So long as there has been ten seconds from your demand to the engagement notice, I see no problem with this.
Actually, this is one time where we have precedent that we've at least tried to follow consistently.
Rule 6.6 applies.

Hey, I want you to paint your ship yellow. Give me half your cargo. Pay me 1 million credits through the neural net. Dance with the devil in the pale moonlight. Something that is a DEMAND...
Just do NOT keep telling the guy to stop, cut his engines, or anything that is solely to do with movement of his ship. Laran is correct in his interpretation, as it is enforced by the admin team.

I do that a lot, but never put it as 'Move away from the lane'
What I do, is moving some 500m behind the trader and saying something like "Oh, look! There is a note floating in Space! But I lost my glasses! You have to come and read it for me if you want to keep your ship flyable!" which always work (And 'Works' means they will either move away or die before lane comes up!) .... I have a char that only makes RP Demands, and never asks for Credits. The Only problem with RP demands is running into lolwuts! You wont believe how many times I've received PM from the guy I blasted 20secs ago, saying "U NOT MAKE DEMANT BEFORE KILL ME! I ASK ADMINS 2 BAN JOU!" ...:D
What I don't like in this whole deal is the 'Senor please stop' bull. Realistically, you won't hear that from a pirate, and I'm tired of all the 'make a donation to feed the children of Crete' non-sense. Be more creative. You're a space predator 1000 years in the future, act like one.

It's fun to try write something creative and perhaps add a dash of pirate-attitude into your sentence as your normal mute trader is bashing the cruise-button repeatedly. Oh and then as you finally make your demand so you can't get sanctioned, the guy finally manages to run and leaves his tracks with a long line of: HAHAHAAHAHAHAHAAHAHA!
