HISTORY
The BEC formerly was a group of Zoners who wanted to stay far, far away from the Houses, believing that stations such as Freeport 1 would be overrun one day by the greedy houses. Setting sails to the Omicrons, Omegas, Taus and Sigmas and famously founding several remote Freeports, the BEC had more than enough mineable raw material to live on their own, minimalizing contact with outsiders until the foundation of Freeport 15. Expanding at a fast rate, the head of the BEC assigned to a small group of engineers the task of building cheap yet efficient vessels to supply to every members, instead of requesting civilian vessels from Ageira or other companies. This led to the creation of the first Borderworld ship: the Dromadery, quickly followed by the Dagger to escort it. When Freeport 15 was founded, the BEC saw that their vessels interested many groups such as the GMG, IMG and the Outcasts, all of those who practically couldn't build a fleet. The BEC agreed to sale the blueprints of those ships to the Outcasts but still kept on building their own cheap fleet to sale. While today the BEC is based on the Freeport 15, they have representants on all Freeports, and rumors claim that an extremist BEC wing has left Sirius in hope to find an oasis of peace rather than being part of what is now a sucessful shipbuilding corporation.
Im pretty sure that this isnt actually from Freelancer lore and is your idea, but it sounds RIDICULOUSLY close to my idea that I posted in the other thread, The Borderworld Lines

My idea was to reinforce the ship building nature of the zoners by saying that "civilian" and "borderworld" ships are just 2 classes of ship that the zoner faction produces. perhaps they could be different companies owned by two particularly wealthy zoner members. something like that so as to reinforce the idea that both civilian and borderworld are totally open market ship. no more borderworld=outcast and civilian=lawful crap.
I can only hope that an admin like this idea too...or it gets a lot of player support...
