If someone needs to place a bounty on some specific Hogosha ID pilots would it be lawful or unlawful bounty. Also what would be implications on this bounty, like would it be opposed by Kusari? In my case a Rheinland trader (i.e. lawful trader) needs to put bounty on 2 Hogosha pilots for piracy. Any suggestions on how to proceed would be most welcome.
Edit: Also who all would be eligible for this bounty?

Within the boundaries of House Kusari (or rather, what House Kusari considers House Kusari... this includes Tau-29, Tau-31, and Leeds), the Hogosha are protected like any other citizens so long as they aren't doing anything blatantly unlawful (to Kusari). As such, anyone collecting within Kusari space (as defined by Kusari) is going to go blood red to House Kusari and its denizens.
Of course, if you have really obvious proof, the Hogosha have been known to make examples out of their own when they get careless. If they were smooth about it you're out of luck, but if they went "two mil or die" then the Hogosha might even take care of it themselves. Depending on how respectful you are, and how racist they feel that day, anyway. If this is the case, send a communication to the Hogosha official faction (formerly known as the Black Dragon Society) and pray.
If not, then I'd recommend you contact shadier elements who aren't afraid to be hostile to Kusari. And when you do, don't make it so obvious who you are... otherwise the Hogosha will almost certainly try to make an example out of you.
Thanks Sovereign, for that valuable suggestions. I will definitely take up the matter with official Hogosha faction, just need some time to properly articulate my complaint.
And Thexare, no it wasn't the pilot you mentioned(and please don't mention any ingame names here). In my case I was not fried up, I just complied with their demands. 2 Hogosha pilots in Raba (1800 cargo capacity) demanding 3600 units of silver ore from a 5K Rheinland shipping transport in New Tokyo and then just docking up at Narita outpost to sell it does upsets me a great deal. I don't even bother worrying about pirate demands of 2,4,5 (or even 10) million, its not a problem in paying them, but 36 million, now that is a big number, and on the top of it there are no repercussions on them for doing it coz they are Hogosha.
I have thought of some other ways(other than bounty but in RP of-course) in dealing with this, but first I will try the official channels. In the meantime any other suggestions are most welcome.

The pilot I mentioned is me. I've recently gotten more active in piracy along with some friends (and Russell), and I'm trying to make sure we're being reasonable.
But as Sov said, a chat with the Black Dragon Society is probably a better first step. Internal regulation conveys the message better than bounties - some people take pride in their bounties, and others just jack up their demands even more in retaliation.

Reasonable Piracy is always welcome. So far I have mostly enjoyed it, I have sometimes met the kind of "2 mill or die" ones also, but its still fine. On the other hand some of the pirate encounters have been quite interesting.
