ok i understand now, what you all want to say, and ive read the warning, even the admins think, that proper RP is required even if i ninjaloot the Ore, which still is in space, and not in the cargobay of the player. Ok thanks for your thoughts and opinions dear community. i guess i wont this do, it is unfair and maybe it is lame without proper RP. thanks.
I pretty much go with the key thing being to put some RP out there. I've looted floating clouds before with the comment - "Man, there's a lot of junk out here that's causing my scanners to go nuts. Let me help clean this up for you."
Key thing, for me, is that I've then ejected all but 500 of the ore afterwards, because from my ethical perspective, that's enough ore from any one person for me to take, and I tell the guy - ah, see, now here's a nice little bundle, instead of that big old cloud... minus my 'fee'.

If you are a BMM miner, you wont steal ore from a fellow BMM miner. If this miner would be an IMG fellow inside Dublin, then you roleplay around this situation that you dislike his presence. Argue back and forth. Let the RP develop. And then if they dance on your nose, you can roleplay the differences between these factions. They are hostile/unfriendly for some reason.
For instance, a Republican IDed ship would not steal ore from a BMM miner, or a Kruger one.
A lawfull trader would also not steal from poor miners.
If you are a pirate, then you can snatch some floating ore when you roleplay the situation.
But keep in mind that if you snatch the ore, you should start to make a run for it. It is most likely that the cops will show up soon.
You should not sit next to the miner and wait for him to mine just to tractor his ore in when he shoots it.
If you want to pirate him, take some ore from his hold, ask for money or take the surplus floating around.
If you sit there to ruin a players gameplay or with the goal to annoy the player by "camping" him, then you will get into trouble.
Always remember that this is your hunting ground. If you drive your prey away, you will starve.
I recently did this in my CSV (secretly affiliated with the Liberty Rogues). My character's a conflicted one; she's a pacifist, but is also required by the Liberty Rogues to acquire things for them.
I recently flew past a miner in Tau-23. He was mining and selling his ore to traders. I went over and helped myself to some, under the pretense of 'buying' them. In the end, after the encounter was over, I OOCly slipped him some credits because I felt bad.
Is it within the program's capabilities to transform items once they are tractored? .... Wouldn't it be nice if anyone with an unlawful ID found that raw ore was transformed into "stolen ore" when tractored into their cargo holds. Stolen ore could then be sold at pirate bases for a substantial drop in profit due to the "fence" receiving a commission ... with direct reference to the initial post, I would have thought rp was required for any action which effects the game enviroment or experience for another player ... perhaps you could tractor it in and hold it as collateral till they pay up?
I wouldn't know for sure, but I have a feeling somebody may have reported me (at least they threatened to) for scooping up a few hundred pieces of ore that was floating next to them. They didn't seem to understand that it was not their ore, it was mine! Honest.
In another example, somebody came back to mine "not once, not twice, not even three times but a staggering five times". I eventually got bored of shooting them so I just collected every piece of ore they extracted.

Some unlawfuls mine it. Like Hessians. Even IMG steals from BMM when they get the chance.
