Right now, we have a policy recommending people not to stay in a system where they have just been killed in PvP for at least four hours.
This is fine for fighters, and I understand completely that FL time does not correspond with human time.
But, what about capital ships? Those things are giant compared to fighters. They have crew complements, and even today, companies like Northrop Grumman take months, even years to build ships for the US.
Sure, in the future, it will be faster, but how fast, exactly?
I propose this:
Any capital ship, gunboats included, cannot be in the system in which they were killed during PvP for a minimum of 24 Hours.
Let's just say that 4 hours= 1 day in FLverse. 24Hrs would then be 6 days. That is still insane for the amount of time it takes to build and recommission a capital ship.
Any ideas?

A system is attacked, and the defense fleet meets the attacking fleet.
A huge battle ensues, in which the defense fleet (barely) wins. It's flagship, plus any number of cruisers and gunboats are destroyed. Another fleet attacks (different enemy, sort of like a Corsair attacked followed by a BSG/CR attack in Alpha) attacks. Same sized fleet, and what does the defense have? Whatever managed to survive, which isn't much.
There'd have to be something that says that if it's used in defense, since the shipyards are right there that it would take less time. Let's just say that the chief engineer says "It'll take at least six days sir" and the admiral says "You got one", so they work a helluva lot faster.
Well, the point of the 24 hour rule would really be to decrease the advantage of using a capital ship in the first place.
The Re-engagement rule is for protection of the players.
The 24 Hour rule for Capitalships would provide for less capwhoring, nice capship battles once in awhile, and more realistic capship battling.
There is no way a capitalship can be rebuilt and refitted in the same amount of time as a fighter.

Forgot to address zapp's point fully. But that is totally unrealistic. All of us have read stories about nations taking advantage of another nation's weaknesses and attacking.

OOC..........and at the rate this is going....we may as well go back to vanilla with NO cap ships for anybody...that would make less work/rules for our overworked admins.......and thats MY 2 cents worth.
24h would be an aproximet value I assume. no one is going to go knit pickin over a few hours right? Also why not have the houses restrict the number of Civillian (non faction) capships they allow into their systems.
