Honorable Rising Suns, I appeal to you as one of the humble Kusari people, spending their days in work on putting into reality the wise decisions of the Council. In the troublesome times when the Empire is surrounded by the traitors and the inner enemies are trying to undermine the foundations of our society, I'm here to bring the news from the places that may not be observed by the honorable samurai of Naval Forces.
In that usual day, the 9th of July 819 nothing promised the troubles, but nevertheless I encountered them; when I travelled from Tokyo to Honshu, following the idea to visit the beauties of the planet, the Gas Miners Guild's Ryuujin passed by and it made me turn around and start the chase through the lanes. The pilot that desired to step out of the dense clouds of Crow Nebula where he and those alike hide from the wrath of Kusari, led me to the place I identified as Kansai laboratories. Around the mines that Ryuujin and another desperate pilot on a Kaichou speeded up in the direction which was unknown to me.
The run had ended behind the shiny anomaly that swallowed and then spilled us into the dark system filled with asteroids - where the traitorous Guild pilots ran in a direction they obviously knew. My anxiety proved itself right - the place was filled with the blood-colored ships of Dragons in minutes and, avoiding their fire I continued the chase, finally running into a giant asteroid where the Ryuujin headed, activating mooring mode. After the rocks slided apart and back with the transport behind them, I was left all alone for the terrible minutes before the members of Black Dragon Society that followed my trace arrived.
There the Dragons and the arrived Golden Chrysanthemum opened a fire on us while another Guild pilot, namely Taihou Kurosou was staying aside, feeling safe and not expecting anything to happen to him. While we were fighting, the Guild members and one of the Dragons were engaged in talking, and, given that the place where that Ryuujin used to hide was, most probably, a hideout of Dragons, it was a tad compromising for them, because I heard everything, recorded everything. In the end my ship was disabled, but the distinguished Genji-san managed to bring me out of there in one piece.
Hereby I'm able to present the following files to your attention and expect you to take them into consideration while guiding Kusari and dealing with the people who managed to trick us with their seemingly friendly appearance for years.

Allow me to offer my gratitude for your efforts of keeping Kusari informed of those that wish to cause our people undue harm.
Although it is clear that from this evidence just what has been happening here.
The Council will need time to go over this evidence as it deserves, to find out all the information we can.
I must say that although an alliance between the Blood Dragons and GMG is not such a surprise to myself, I am truly shocked that the GMG pilots led you directly to a Dragon Base.
I guess the same desperation that led them to commit unwarranted attacks on the people of Kusari has also dulled their tactical decisions.
The Council is deliberating on this evidence for the time being.
You as well as all the people of Sirius should expect the Council's stance on these allegations shortly.
Citizen, this is a troubling report and I assure you it has been a keen subject of our attention, arigatou. The pilot of the Shakotan Maru is obviously guilty of collusion with the enemy. I cannot imagine that gaining docking clearance, to what is obviously a blood dragon installation, can be done easily without contacts.
The records of Taihoui Karosou and Hiromichi Shino do not yield enough evidence for us to draw a conclusion, only that they were present during your encounter.
I believe you, I believe that they attacked you at the request of the Shakotan Maru, but the courts will demand more, the sceptics and supporters of the guild will denounce these recordings as entrapment, question their authenticity, question your actions or other legal manoeuvres.
It is difficult to consider that this has wider implications: whilst the guild have taken actions against Kusari, it would be devastating to think that they are working directly with the Blood dragons. Your suggestion has become a serious point of consideration. As Kazuya has stated, advisement of the Council is being sought.
If the situation were different, we would ask the pilot of the Shakotan maru to explain their actions, however: the current diplomatic rift does not allow this luxury. That pilot, like all gas miners guild pilots, should be arrested and charged. This incident will feature as one more charge to which the Guild must answer.
I am glad to hear that you were rescued from the dangers of that system, and appreciate your continued efforts to uphold justice and protect Kusari.
