So I have come back to disco 3 days ago, and obviously i have encountered many changes.
One of which I am curious of, is the heavy gallic fortification in tau-23 and orkney.
As a pirate, these systems are very difficult to be effective in due to having a trader refuge every 20k (or less). I don't know if i am complaining about it as much as i don't understand it
I know iRP these two systems are Gallia's supply routes and are obviously heavily fortified due to the fleets massive navy.
Balance wise, I don't know any other systems that are as safe for traders.
All I am wondering is the reason why the systems were designed this way. That is all.
Well the trader's rep - whether they are liked by the IMG, Gallia or Outcasts - is what would determine how safe they were. Your skills as a pirate are also an important factor:P

i understand that, but the path for interception is very limited with Battleships and outposts so close to eachother. It's very different compared to cortez or magellan where there is at least, a lane that could be intercepted. moreover there are no borderstations INSIDE those systems. similarly that applies with bering and hudson, and galileo, kepler etc.
I'm sure you've seen the rest of Gallia, and know it's not designed to be pirated easily. I guess they are just continuing that design by dropping stationary Valors into systems.

my question is why. I don't understand the reasoning
Orkney has a surplus of bases - that battleship is kinda superfluous with battleships in the adjacent systems, and fort Albi providing security for the lawfuls (as well as that wreck of Reunion).
Tau 23 is simply a small system. Although it could be used more effectively, there's a few corners that could be used. It has some unsafe spots though - particulary near Cali or at the mining fields. The mining fields used to be even closer (to Java at least) and have been moved out slightly to give the pirates a chance. But yea, pirating solo is difficult against a runner.

Is there any plan to change any of the above in the near future? Pirating the gateway between tau-23 and orkney is close to impossible
