I'm here to announcement that "Reviewing Office" will start working today. Office will work on rating Police reports, as such it will bring some changes in promoting system. There will be three kind of system rates (A, B and F), each can be positive or negative.
Currently, office is in need of three people from a three different rank structure:
One Lieutenant
One Sergeant
One Officer
Anyone from three rank structures can apply to my office (// Applications on PM only) and those mane will will directly effect on the report rate by submitting their opinion and rate (A, B and F). Each officer will have full access to the rating area, with access to the opinions of the "Reviewing Office". When final rate is posted, officer will have 7 days to submit complaint, if he feels that his reports deserves higher rate.
Promotions and Rates:
For a promotion from Recruit Officer to Officer, pilot must have two reports with at least B-/B rate. If pilot doesn't have minimal requirements, then he can't get promotion. He must increased his rate by posting more reports that will be rated good.
Promotion from Officer to Sergeant must contain six reports with rate not less then B.
Promotion from Sergeant to Lieutenant must contain ten reports with rate not less then B+
Promotion from Lieutenant to Captain must contain sixteen reports with rate not less then A.
When all report rates are compiled, they will gain final rate that counts in promotion request.

Been some time since I made a patrol, But today was an eventful one. Lauching from West point, I performed a few cargo scans on traders that were hanging around. Finding nothing of interest, I moved down the lane and setup a cargo checkpoint at the Pennsylvania Jumpgate. I held there, scanning few traders and finding nothing. Soon enough, I picked up a red contact on scanners, and he soon closed distance, staying just outside the range of weapons platforms. Scanners showed an outcast transponder and he was flying an Eagle class heavy fighter. We began a heated exchange, in which many insults were exchanged. Soon enough, He complied with orders and peaceably left the system.
I then moved on the blockade duty in Texas. Nothing of note happened at first, just a few junkers headed for someplace called 'Rico'. Unsure of the location they were refering to, but being fairly sure it was not in Rhienland I let them pass unhindered. Soon after, A transport came through the Tradelane from the Bering Jumpgate. I stopped him and proceeded with a cargo scan. Turns out he was flying a Behemoth class transport. As he was flying a prohibited Vessel and had attempted to run the blockade, I fined him Two million Sirius credits, and Instructed him to return to where he came from, less any cargo he intended to purchase. I felt that the fine was fair, as he was very cooperative and seemed to just be ignorant of the law. The fine has been tranferred to the Leavenworth for processing.
After doing blockade duty, I received a distress call from one of those SFC boys. Seems there was a furball developing in the California system. I proceeded to the system as quickly as possible, and upon arrival engaged the several hostile contacts. There was one ship with an Order Transponder, as well as the Outcast I had encountered earlier in my patrol. The battle seemed stalemated for a good while, then I was put into my emergency escape pod by an equipment malfunction in my mine launcher.
Currently, I am on West Point recovering from injuries sustained from the explosion, but should be able to return to duty soon.
This will be the first application that will be rated from the Reviewing Board. I'm expecting your opinions and final rate. After the Board is finished I will publish my rate and final rate with opinion.

pros:
- very nice writing style
- encounters and procedures show comprehensible police work
cons:
- he didn't provide any data to identify the mentioned perpetrators. It would have been helpful if he had provided comm logs or at least ship call signs
- that said any cam shots would also have further improved the report
The cons can be narrowed as a Behemoth freighter and an Outcast ship won't be mistaken as lawfuls anyways.

Alright let's see what we've got here.
The report is very comprehensible and fairly detailed so that's good. However apart from mentioning everything that is interesting there also seem to be a lot of words telling us that nothing happened, which seems quite redundant. There also is a lack of guncams which I feel is always an important aspect of a report.
This report can be best described as 'ok'. It is not bad at all, but can be improved.

As this is my own report being reviewed, I will keep this brief and Objective.
As my fellow officers have stated, The lack of guncam images to verify and identify hampers the effectiveness of the report as a whole. The report seems to be fairly comprehensive otherwise, covering the activities of the patrol adequetely. Perhaps the wording detailing the quiet times between the active times should be less contradictory, And at the very least, callsigns should be provided.
All in all, a decent report, has room for improvment

Since all of you are done with rates and opinions, it's time for the final job of mine. My opinion about report is good but as you already said can be improved. Key things are missing from the report and that is screen, video and audio evidence. Report itself is well written.

If anyone from Board members isn't happy with the final and global rate of the report can submit complaint in a seven days.
