No, that counts as breaking 5.3 and it's really unfair to do so.

If that were the case, this would have been filed as a sanction report, not a feedback thread. In this case, someone had transferred money to their CSV but was killed by a K'Hara while flying around the Taus (from what I heard over TS and in group chat).
Perhaps even an OORP notice that it was a new character setting up a ship would be nice too.
From what I have heard, it just seemed like an IMG who was refusing to RP, no message whatsoever.
We are not oracles people, we don't know what you are doing a lot of the time.
It is a new player, so simple things like PMing this sort of stuff might not spring to mind immediately. However, I don't really think IMG| trades much in unarmoured CSVs, right? Not even a decent blue message to put on the mirrorshare.

CSV?
Recruit tag?
Low Level?
No armor?
=> no need for a Magical Crystal Ball of Fortune Telling +4 to see what the player had in his sights there.
In addition, there was no reply to my green message afterwards, in which I was asking the K'Hara to let the newbie return and set up his ship.
A simple "Ehm, sorry. Was not paying attention. Sure, he can come back.", would have done it. Better even to the new player than to the faction leader.
Sometimes things go wrong. Just happens.
But this one could have been handled much better easily.

I recall there used to be one, but that was long time ago in a predecessor faction. It hasn't seen much use anyway, considering it had to be image-heavy but relatively few folks were able to make nice looking post-processed images at a constant rate. Besides back then I was very much against Phantom-like message dump reporting with collections of kill messages. It's better to focus on stories in my opinion, preferrably those that have parts played in-game and part played with forums. Just skipping message dumps between in-game interaction and storywriting. It's not like they're filling papers upon returning to base, reporting directly to superiors like most human factions would have it, or dumping logs as perhaps AIs would do. If you want to imagine what sort of 'reporting' Nomads would have is think of a constant streams a-la twitch.tv - not feasable around here nor possible for some at all. So idk, would it interesting to have a message dump almost entirely consisting of screenshots? Probably not.
Disclaimer: it's just my opinion and not a faction stance.
