I've had some very good interactions with pirates (best was 'bluefin' i think, or something like that), and I have had very poor interactions as well.
I was once running refugees in an armored transport, mostly for RP, and encountered a pirate who wanted over 10 mil (I do not recall the exact amount). I tried to initiate some RP, and was killed while typing.
Just yesterday I installed Windows 8 Pro for the first time. I installed Freelancer, then made a dummy account to test it (I did not want to get banned on my main account due to a mistake installing Freelancer or some problem with Win8). I made a test character, and undocked from Planet Erie, and met a freelancer ID'd player who pirated me! Brand new character, at the starting level. He accused me of racketeering and demanded that I drop my cargo or die. All that I had in my hold were the history/server rules items. So I just redocked, /restart freelancer, and did my testing elsewhere.
About twice the value of everything the trader can loose by dying is the highest the admins will allow. Its a very rough guide though and depends on all sorts of things, and RPs.
Just be glad pirates dont demand the price of your ship.

It's my assumption that the reason some players demand excessively is for blue messages, because they can't handle snub fights and get their jollies being having a power trip. Think of it a Call of Duty single player campaign, a pure power trip.
I love interacting with pirates and getting right on their testicles by not giving in. It's like a dominatrix effect to pirates, and when you run its like the ultimate tease to them. They do not like being denied.

I saw on forums posts, where players were saying about pirate's demands around 100M, which is around 4K-4.5Ker price. For sure, it's for blue, or pirates had awesome luck to cach barge with ore XD

Some advice on the being pirated: The pirate's demand will likely depend on your initial reaction to encountering them.
Do not creep forward on impulse. Definitely do not try to engage cruise. It's best to stop immediately and say hello.
If I stop someone and they try to cruise away, and I then CD them and they're like "what?" or "how much?", you can bet your life I'm going to adjust my demand upwards.
Generally I go with 1-3 million for non-ore hauling 5ks, depending on cargo and ID. And I tend to ask proportionally more of smaller transports, since the money they make is much higher in proportion to their ship's cost as well as the money they already have.
And I ask less from transports I probably can't kill, as an "annoyance tax" rather than "pay me to save your life".
But sadly, there will always be pirates that make ridiculously high demands (just like there will always be traders that ignore even ridiculously low demands).
As others have said, there is nothing set in stone regarding the maximum amount of credits a pirate can demand, but if it's significantly more than the profit you'd make, you might get a sanction through for 0.0/1.2 violation.

Piracy is a sexual thing.
I sense someone who doesn't pirate themselves. You should try it sometime - actually, all traders should.
If you've been in a pirate's shoes you'll understand them and how they act much better.

Yeah, I tried piracy a couple of times, but never with enough thought or planning, so yeah my assumptions could be a bit skewed. I have had some fun asking for 'donations' in my LWB Medic character a long time ago.
It was hilarious how some RM 'secretly' donated to a Pure Stuttgart Fund.

Slap a CAU6 on a Bison with full Type 2 turrets, kill any unarmored GB you come across.

Fined credits.
For reference, 1/3 of the value of cargo is considered a reasonable demand. Demands over this are not necessarily against server rules but they need to appropriate in context.
I am not a native English Speaker, so i make grammar errors.
But it annoys me when people make silly comments about that... especially brits who for the most part can't speak their own language let alone anyone elses!
