• Cannot ally with any unlawfuls except with the Hogosha, Farmers Alliance or Gaians, or with the Corsairs against the Outcasts
• Cannot participate in any unlawful actions
• Cannot fulfill bounty contracts
• Cannot use any transports with more than 4,300 cargo
