  • Can escort Xeno smugglers
  • Can demand cargo from any non-Universal Shipping ID
  • Cannot fulfil bounty contracts
  • Cannot ally with any lawfuls except with Liberty lawfuls against non-Liberty pirate or military invasions
  • Cannot demand credits
  • Cannot use any transports with more than 3,600 cargo
