This is an ancient problem.
Capital ships are useless, only good for battle against other capital ships and this is a game design flaw.
A few fighter cluld kill a battleship, or just one bomber, and RP wise is just rediculos.
Buff the shield regen like the Op says.
Add better AA weapon for them.
Reduce snac damage but double the aoe, so it could destroy turrets and other things.
Double or triple battleships and it's turrets money cost.
Add permission to use them
So now you cant kill them with fighter, you need more than one bomber or you need to bring another capital ship.
But people will whine about how OP and strong capital ship will be and how they cant kill them easily.
This is how capital ship should be.

That is no fighter; it's pretty much the equivalent of a bomber in Freelancer.
As for battleships having 4,800 batteries... I can't see that happening, ever.
And... limit caps to official factions then half of the server whines about it.
