My sincerest apologies for the terrible lack of response regarding your request. There has been some discussion regarding this special case, and deliberations were long and... interesting.
While we regard the work of the Kusari Police as an honorable one, and should and deserves to be rewarded for their continuous vigilance, we have decided to deny your request of bounty collecting on behalf of the Hogosha Association.

The main reason for this decision is that the work of the Kusari Police is to administer justice, and promote law and order within the realm of Kusari. Its officers should have a clear judgment to evaluate the situations they face, and we believe that "bounty collecting" might steer their decision making to lethal application of the law, disregarding fairer actions befitting of an officer of the respectable of the Kusari State Police and affiliates.
We hope this is clear enough for the Kusari Police. The Hogosha Association is willing to support the Police operations in ways that wont interfere in such drastic ways to their conduct.

The papers seem reasonable, and we will grant you access to the bounty board as you requested.
Be advised, our policemen and some other less tolerant individuals might find issue with your vessel if found in Kusari. Wouldn't want our business contractors getting in trouble for our work (well, unneeded trouble).
