Can be used by a House police or military? I know FL can use BW ships like the Sabre or Stilleto

You could write up a special RP for it, and see.
However, I doubt it would be approved because most people could not see a reason for military personnel to use a ship other than the one the military provides for them.
Maybe there is a reason, if there is, write it up and see what people think.
