I just had the idea that it would be just as easy to have Tickets, Citations, or Summons for police to hand out.

What exactly are your thoughts regarding these tickets, citations and summons?
For sure this would be a fancy addition, but in 823 A.S. police factions would rather seek out to rule violators by communication channels rather than handing out some ticket.
Why would smugglers even keep this "law violation ticket" in their cargohold, as far as they accept it. I think letting them pay the fine on the spot is way easier than by a ticket.

Good idea and doable, since we have patching system. OH YES, if I'm not wrong, changing commodity's info doesn't even need patching, am I right?
However, we should make sure it won't be treated like Nagano, which still is Tau BW in game, confusing new players.

Very good idea. Really annoying when noobs build POB's then when you shoot them with lawfuls, they log a navy BS Carrier and insta kill you no RP.

Regional laws can change more often than server rules. That might be a problem.
