Anyway, right now, there's very little to be said about your faction proposal, Nex, since you've proposed very little. We've no idea how you plan on acting, what you plan on doing, what role you wish to fill, et cetera et cetera. I'd advise reading through the current Faction Status thread to see what sort of quality is expected.
Also, you need a minimum membership, too. A single person isn't enough, I don't think.

i think that the admins will need to decide weather you will need to be reaproved.(i mean fully reaproved) or if you can just start up again.
EDIT: to clearify.
i mean the admins will need to decide if you will have to start as a new faction,(which means fees and stuff) or can avoiod some of that and just have a smaller reaprovel.

As far as the SCRA is concerned we fought many battles with them in 2006 (When both of our factions where Young.), they where close and vary much loyal allies. We shared the same system, and even a general team speak server. (I'm unsure if anyone will remember that fact or not.) If they chose to bash this thread than they may do so, however having the up-most respect for once brothers in arms, I will say nothing bad attributed to there name.

This is NOT a faction request, yet. No one's paid anything. He wants to discuss the possibility of the RO faction still existing on this server, I say let him. If he wants to make another faction, then there will need to be 500 million credits paid in full.

While unfortunate in terms of your overall goal, Discovery is blessed with an active and committed faction which has fulfilled our Coalition needs nicely.
I do not believe there is call for another.
That being said there is the large issue of diplomacy, ships and your own particular goals which need addressing, beyond ranks and such.

Why would your faction's highest rank be "Marshal of the Russian Federation"?
seeing as how Sol is gone, so the Russian Federation doesn't really exist anymore, so I'm just curious is all.
