"Because it doesn't have one" isn't a reason either, because many outer lying house systems (Leeds, Texas as examples) don't have any bases either because there is a base close by via jump hole, or its' just not a place of interest. The hogosha may not be close friends with the rogues and hackers, but hogosha have been known to business with both groups. Since the hogosha would be against having the libertonian unlawfuls enter New Tokyo, having a trade depot in Shikoku makes sense. My ulterior motive is that I have been wanting the hogosha to be involved in the slave trade as well. The hogosha players I have spoken with have all been accepting of the idea, but would prefer if it took place outside of New Tokyo. A base in Shikoku came up in that conversation. Given the size of the Shikoku system, it may be possible to get away with 2 unlawful bases, provided somewhere can be found to hide them.
