I agree. Placing the rules on a root forum is a good idea. That way, players can find the rules very easily.
The current location is obscure. I had to use the search engine to find them last time...

I agree, as a newer player it took me a good amount of time to find the rules to make sure I would keep out of trouble.

A true codified rulebook would be great and placed in a central location where no one can miss'em would go a long way in maintaining harmony:)
