Save Editor is a shure way, just edit the Autosave.fl for the easiest way, otherwise it'll be a pain to track the edited save you use:P

My Open SP character is level 38 right now, which is the limit, not 27. All you need to do is take a mission off one of the job boards in a bar somewhere, then you'll go up a level.
