i guess from a devs point of view - its also about the fair distribution of faction tech...
outcasts have the inferno, corsairs the tizona ( although everyone has the deb )
then there are a few things that are basicly faction only, but free for all.. - like the train CD, which is hessian and the cheeta which is outcasts
like the 4.84 ... CAU being order only, but free for all, too

I don't really see the reason why cheetah thruster should be outcast only. Just becouse it wasin 4.84? Any balancing argument behind that?
In rp.. simply. Schematics got stolen in time. Or information poured somewhere else, and vuolia. Orginaly outcast tech, avalible for everyone who has enought credits.
Unless you come with idea what to give for biggest outcast rivals too which would balance the cheetah thruster, it should be left free for all.
Besides. Outcast already use one of the most powerful VHF's (I think a lot of good pvp'ers would agree with me on this, some saying it's even op) plus krakens which basicly overspits most of the codie weaponry and rest of faction class 9. I don't see any reason to give them even one more good thing, while leaving their rivals in same spot. Even if it's expensive.

If it was for me, I wouldn't have any issue with making it OC only neither. Nor would I have with making the TCD Hessians-only. Adds more Mosquitos and Reinforced CDs.
Heck, if Novas ever get to a point where they can to shield damage to battleship, I wouldn't have issues with the SNAC being restricted either.
As long as there are alternatives, go ahead.

Because it drains a whopping 5 units of power less than the Enhanced Thruster, which costs $826,000.
