The only thing that I worry about this uncertainty is, when I am a BH, some criminals don't listen to my reasons about the bounties. Instead they threaten me by writing a report according to their view and sending it to admin. Will that put me in a real risk?:(

Well,does your view break the rules?If it does,you will be at a risk.If not,you are ok.

In any case,ask them to send their reports,meanwhile,you send a report with a screenshot showing them threatening you with a report.

Is that how players do it?:Pjust wandering what will the result be if two player both report each other like that hehe.
But still....the screen shot does not contain enough information. The players can exaggerate the truth to support their view. Even the hunter is doing in a right way, so how can he gets rid of that kind of trouble?

As long as you claim the bounty within a "reasonable amount of time" (usually the day after is a good time limit;)), a report means nothing. The only restriction on legitimate bounties regarding the rules is that you must claim them. As long as there is a bounty on someone, you can collect. As long as you are following the other rules (RP before engagement, tech chart, etc.) and collect the bounty, then you're fine.
