You could just as easily compare it to a cruiser with such logic. These are fighter guns, not something mounted on a ship many times the size of that.

No. Just. No. 1.0 refires on fighters... every Sabre on the server will love you for those with 7x2000+ damage at their fingertips. Snipe, veer off, rinse, repeat.

Only way I'd see this happen, is if you make them have projectile speeds <350m/s. Much like bomber guns.

As for the comparison above to the shire: A shire can't evade enemy fire at all. It balances out very high firepower (for a transport) with very low maneuvering and a weaker shield. Fighters are exceedingly good at dodging enemy fire, giving them the potential of high instant damage (which is basically the bomber role) is not what they are meant to do.
