The start idea, French foreign legion did not work at that time, and this probably hasn't changed till now (P.S.: I am of the complete different opinion though, it could very well work)

I've a Valor named GNS-Legion.Estrange just for this purpose. The crew of that ship is made up of people that are effectively just like the current Foreign Legion. Former pirates, junkers, and assorted scum that are trying to re-earn Gallic citizenship.
