I agree that Samura is ruthless, but in behind closed doors, not openly sponsoring KoS lists of lawful units.
As I said, Samura aren't the ones doing the shooting, the Hogosha and Farmers Alliance will be, so Samura can just go "We've got nothing to do with this, these people shooting at you are just dirty criminals".
Edit: Remember that this kind of bounty board is not an open frequency, it'll be a quiet letter to the Hogs, FA and some Mercs, Samura are not stupid. >.>

This means it's public. This means it's open knowledge. You can't have your cake and eat it. It's either an open board or not.
EDIT: Monte, you're talking about a discreet bounty. This isn't discreet, by a long shot. I gave a suggestion on how to make this discreet on the last page.
