Now that I look at it from my own language's perspective, I see that this rule may need a re-wording... And I suspect all the forum won't accept the signs.

Ignorance of the rules is still no excuse. If you cannot speak/type/read English on a roleplaying server then there's no point in telling them to read the rules because they will still not interact with the rest of the players.
