Any attempt to blackmail should either be by ship to ship in game or on forums.

Uhm, there is a slim chance the lawful character could have ties with the criminal elements, order them to selectively unleash their wrath. It certainly isn't unheard of of coppers here in Greece.
But if we're talking about eg. a Gallic Lawful with a Rogue (id est minimal interaction, I think), then it's completely ooRP.

The threat's perfectly legitimate, just the sloth needs to make the effort to communicate inrp to the same effect.
Keep in mind paying off the unlawfuls will make the lawfuls unhappy with you.
Your base fending off pirates and other scourge is part of the normal operation of a base and should be expected. The only thing wrong in your situation is the player targeting you personally and from an inappropriate point of contact.
