Yeah I would down buy first then re-buy your cap. Its not compulsory to rebuy your ship, but you will be at a disadvantage.
I don`t think the admins will be doing re-enbursements. There are hundreds of caps on the server, its just too much work and with the way the server is setup, only one admin can work on the server at a time.
The other and much less enjoyable option is a complete server wipe. At the very least with this method your rep, loadout (you dont have to get rid of your guns) and some value from your current cap ship can be maintained.

Hey, if prices are being drastically increased, then you might not be losing very much when you sell back your capship... If it's a really drastic increase you might even make a profit.

Actually that is unconfirmed rumour. Allot about what is changing is essentially classified. Be careful whom you listed to. I would focus on anyone named admin. You never know, members of the dev team could be spining yarns to throw people off.

if you want a better. Or lets say in RP, an optimized BS, you may certainly have to finance it yourself... since creating a system for BS refund may be to heavy to handle... and not worth it
