Not everyone leaves the military to become a vigilante, and not all militaries let such ships slip through their fingers so easily. In the long run, allowing people to use whatever ship they were using before they 'quit' the appropriate military would be pretty much the same as 'I stole it'.
Perhaps allowing Civilian Ships and Corporation Ships, and others if some kind of diplomacy is involved to obtain them?

vigilante should be admin approved only because of those avoidances.
vigilantes should be there for characters that have proven themselves to be patriotic.
Its something that you dont want to end up being i guess. Because it means someone has let you down. Your government, your leadership or someone.
Or simply make another ID for people like this

Vigilante if some of you don't know is the man who decides to take law in his own hands. Unlawful factions have structure, as Corsair have elders and senate, and Outcats have something too. Vigilante should have extended rp story, good reason to leave whatever faction is defending interest of his people and take the laws in his own hands. This should not be your average "i'm riled up against someone" ID and it should be used delicately like scalper not like butcher's knife.

Making Vigilante ID's Admin given only would simply mean too much work, and would remove another legitimate RP aspect from open use. All it needs is a little self control. What your proposing would pretty well be a lawful version of the Terrorist ID, I think.

While I believe their ship choice should be expanded, I think it should require some kind of forum diplomatic relations to obtain them. At least a thread explaining how it was obtained, rather than having every vigilante you see flying around in corporate ships.

I'm not gonna say anything on the admin-only issue except "no." As for unlawful vigilantes... the criminal factions tend to be organized in such a way that you could do that with their normal ID.

Ships, I think that a bland Vigilante should stick with the CTE shipline. Not the ones labelled, but the whole line so they actually have access to different ship classes. However, they should be able to earn a ship belonging to another group through diplomacy. That prevents the whole 'pvp loadout' thing. It does make sense for them to be stuck with civilian ships, but if they were to save a corporation's arse a few times, I can't see it as unlikely that the corporation might accidentally 'misplace' one or two of their ships, y'know?

Well Renzu ships for example are commercially available regardless of allegiance assuming you're lawful.
Same goes for the KS shipline, and the Kingfisher.

Kingfisher is part of the CTE line. It and the Arrow are the only two not included in the current ID, to my knowledge. I think there may have been a bomber too.
