New cityscapes is a good idea. Gallia would probably need them.
But having said that it is not really necessary and players can 'imagine' without a real one.

Nice thought, I feel like pulling my hair out when I'm on the Nomad Base in Iota and it has the Toledo cityscape just pasted in, it makes my blood boil with fury. Ok maybe not that badly, but I would like some more

You could try Places outside of Liberty...
Original city scapes would be sort of nice, and probably is only needed for house systems, seeing as most of the outer areas have original models, and planets are much scarcer outside of them
