An underlevel character can not be attacked by anyone unless they have a non-civilian ID. That includes other underlevel characters.
They can also be attacked if they take you down to half hull. However, that is fairly unlikely because of their level in addition to the fact that people like these wont attack since they want that immunity.
Thank you to whoever asked them to get over level 30 and or asked them to stop.
When over level 30 they can still hide in system and protest which I feel is okay. I would recommend they change their protest tactics a little.
A capitalized message once every 2-5 minutes would get the point across just as well and not make so many people so hostile to them.
They could also wait till their last message disappeared on the chat menu before posting again. I'd go this way if system chat is very busy and use the 2-5 minute rule if there is no system chat going on.
Just some thoughts.
That would allow others to rp in systemchat, group chat, or private chat without a ton of spam.

Actually the new rules stat that if you are under level 30 you can be attacked by other people under level 30. So If we had an underleveled police-person around here, they could request that they stop....The under level police-person could ALSO be attacked by people OVER level 30...so....
At least that is what I was told in another thread..
