corsairs in numbers of caps.
But in case of fleet organising they are last(talking about indies here) and rheinland military is the best though i did fly only once with them but seen many time.

Rheinland (1) and Liberty (2) - they got so much practice in large fleet battles, which matters a whole lot, and they are organized.
InRP it's Gallia, no doubt about that.

I put Bretonia, because they are the only house to have combined their air, land and space force under a single unfied command, along with the fact that they have the largest government controlled logistics system in Sirius, and because they are currently the only house who has had any recent experince defending a populated planetary body.
But then again, Bretonia was incredibly successful at getting it's ass handed to itself by a couple of chimmies and a Hatchet, so, I dunno...

OORP in terms of real armed forces, Rheinland. Organised, even with the indies and a lot of experience. Second comes Liberty and third comes Bretonia who suffer from a near state of utter chaos it looks.
IRP Gallia, the sheer number, resources and the whole shabang, they win. Hands down.

If you went off their real world counterparts, I'd say Rheinland.
Outcasts would have better pilots, but simply can't match the numbers or resources that the Rheinland Military has.
