If the target is not moving over 200 then cruise torping is illegal. Following this I would view the returning to formation tactic to gain a speed advantage would be illegal as it gives you an additional 70m/s boost to your weapon fire as well as being able to close distance when you should not be. Catching up to your teammate and waiting until your speed matches then engine killing would not be illegal, E-killing before matching speed would be. This is very close to using cruise speed accelleration against a target that is moving at full thruster, thus yes, it would be a violation. Let's say I'm using Blackmoon, my Lane Hacker, and fleeing from some LSF agents. All of us are cruising along, and I'm clearly not getting any further away. Is it legal to engine kill to drop some mines or CD my pursuers so I can get away? I'm pretty sure that would be allowed ("However, the fleeing player can re-engage at will if chased."), but I'd like to be absolutely certain before I try it. If my understanding of the situation is correct he was not using the formation in order to just catch up. He was using it to get within gun range otherwise he would never be able to do enough damage to actually kill the target unless this is another case of someone double stacking weapons.
