In this case, Hone IS correct. This was a ruling from ... damn, maybe even back before I was an admin. So while it's not specifically written in the rules, it's considered to be as sacrosanct than they are. In other words, one (successful) pirating per radar contact ONLY.
As for finding it - good luck, considering the shape of the forums now. Or you could just take our word for it.
