Yeah, Kusari has confusing politics. A lot of underhanded grudges and infighting.
That's what makes it so fun there.
Bowex shouldn't be there for their own safety, same with BHG. Yet they come anyway so what can you do?
Also we get a lot of traders doing the niobium/diamond run that don't RP much. That's not Kusari though, server wide problem.

I have a thesis on how to revitalize or populate areas with low populations of players.
Make trade routes go through them (Bretonia, Kusari, Taus...) Or in them.
This will bring traders.
Traders bring pirates
Pirates bring Navy/Armed Forces/Millitary/Mercs.
Everyones happy.

Well, the niobium route is one of the most reknown one around, and kusari isnt that much more populated. it somewhat surprises me, with all the "cultural brainwashing" Japan is making on the western society, what with everyone becoming addict to anime and samurai around, that there is in fact so little activity there other than silent traders...
Ah well, I prefer a calm sector than the busy new york.

Well the Silence-Is-Golden route doesnt really go through kusari. It doesnt go through the heart, New Toyko.
Maybe make such a route you must go through Kepler/Galileo>Shikuku, NT, and on...
There is one tho, the Gate/Lane Parts route to the Chugoku JG construction site, but we could use more.

Trade routes are being re-done, and I assume that life will flow through the dead zones quite nicely. May even give the Rogues a reason to go into Southern Shikoku, which would be nice.

Haha, Reg isn't that old, you know. Also, he's certainly put paid to the AFA on the few occasions they've wandered into his path, I rather assume that anyone who can still fly a snub will be more than capable of... servicing other targets.
