Why not sanction the NPC Freelancers flying around Manhattan in sabres with adv.Skyrails and Vengeances, if you're gonna sanction someone with buckshots in a sabre?

I purshased IMG weapons now, becouse they are recommended for freelancer uses. Now waiting for another sanction becouse IMG are enemys with outcasts and bla bla bla... (irony)

The Sabre is neither a lawful nor unlawful ship.
It is of the Border World line, which is basically a civilian line, just not manufactured in any of the houses.
It is a free for all ship, basically. Not all of course, no Navy or Police would use any ships that aren't their own, but you catch my drift.
The Sabre might have an unlawful reputation, but that's only player-created.
